This is where the organisation continuously decides what to continue, pivot or stop — and where capital actually moves. The Portfolio layer is the heart of Symbiosis.
It is where the Adaptive Investor sits, chairing the Portfolio Decision Forum and making evidence-based investment decisions every loop. Unlike traditional portfolio management (which reviews quarterly), this layer operates at loop cadence — typically weekly.
The discipline here is in resisting the temptation to spread investment too thin, and in having the courage to Stop intents that are not working even when the sunk cost feels significant.

Adaptive Investor
Owns capital allocation, and decides Intent Continue / Pivot / Stop at each Forum.
The Adaptive Investor creates the intent and owns the priorities, investments and capital allocation behind it. They allocate capacity across competing intents and are accountable for portfolio outcomes — not for any single experiment.
They decide Intent Continue / Pivot / Stop on the Loop Leader's recommendation at every Portfolio Decision Forum. This role typically sits at VP or senior director level.
The Adaptive Investor chairs the Forum and must resist two common failure modes: spreading investment too thin (hedging instead of committing) and refusing to Stop (sunk cost attachment). Their superpower is the willingness to reallocate capital based on evidence, even when it means killing something the organisation has invested in emotionally.
They think in portfolios of bets, not individual projects.

Integrity Steward
Owns governance, compliance, ethics, and coordination of AI agents operating inside the system.
The Integrity Steward owns governance, compliance, architecture, ethics and coordination of the AI agents that operate inside the system. They ensure that speed never compromises trust, and that what the system learns, it learns safely.
As Symbiosis accelerates decision-making and execution, the Integrity Steward is the counterweight that ensures the system stays within bounds. They monitor abort conditions, act on Mesh alerts about systemic risks (like the WCAG accessibility example), and maintain the guardrails that every Play must respect.
This role has veto power — they can stop any Play that violates compliance, ethical, or architectural boundaries. They are not a blocker; they are the reason the system can move fast without breaking things that matter.
