Internal capacity issues
Some MOD programmes lack sufficient in‑house specialist capacity to deliver consistent and fully compliant S&E management across their portfolios. Delivery teams often need external independent expertise to produce high‑quality safety artefacts, assess documentation from Original Equipment Manufacturers (OEMs), and ensure alignment with MOD policies, legislation and regulatory frameworks. Our solution provides full lifecycle S&E assurance, producing core artefacts such as Safety & Environmental Management Systems (SEMSs), Safety & Environmental Management Plans (SEMPs), Safety & Environmental Case Reports (SECRs), hazard logs, and the associated evidence required to support a clear, auditable safety argument. We also provide independent assessments of third‑party documentation from OEMs, ensuring alignment with Defence Safety Authority (DSA) regulations for health, safety and environmental protection. This work includes validating risk mitigations, assessing the sufficiency of supporting evidence, and ensuring that all documentation is complete, coherent and demonstrably fit for purpose.
Additionally, we support Project Safety and Environmental Panels (PSEPs), providing impartial expert assurance. The result is a robust, repeatable assurance solution that strengthens programme safety postures while allowing MOD teams to remain focused on delivery.
Structure, with flexibility
Delivery followed a structured yet flexible approach, ensuring alignment with MOD expectations from the outset. We began by reviewing existing S&E artefacts and identifying gaps across the relevant project portfolios. We then developed tailored SEMS and SEMPs to establish a consistent and reliable baseline for ongoing activity. Parallel workstreams produced SECRs, hazard logs, and supporting documentation, ensuring that each programme was underpinned by a coherent, traceable, and auditable safety case.
Regular engagement formed a core part of execution. RED Scientific Reply chaired or supported SEMC meetings, enabling effective decision‑making and producing accurate, actionable records. Independent reviews of OEM documentation were carried out systematically, applying MOD policy and regulatory frameworks to deliver evidence‑based assurance. Participation in PSEPs provided an extra layer of scrutiny, strengthening compliance and enhancing portfolio maturity. Throughout delivery, we maintained open and consistent communication with stakeholders, ensuring transparency and reinforcing the value of independent S&E assurance.
